Blackett, Patrick Maynard Stuart

Patrick Maynard Stuart Blackett, Baron Blackett OM CH FRS (born 18 November 1897, died 13 July 1974) was an English experimental physicist known for his work on cloud chambers, cosmic rays, and paleomagnetism.

He is cited in Gravity's Rainbow for his purported utterance: "You can't run a war on gusts of emotion", which in this context refers to Pirate's fantasy-management solution.1
